Why 21

The brain's frontal cortex keeps developing into the mid-twenties, and regular cannabis use before then carries higher risk of dependence and effects on memory and attention. The age limit exists for that reason.

Buying for someone under 21 is a crime

Passing cannabis to a minor carries penalties for the buyer and can cost a licensed dispensary its license. We refuse sales when we suspect it.
